According to range maps, these birds (photographed in Cali, Colombia) are spectacled parrotlets, but they are very similar to blue-winged parrotlets (which are not supposed to occur in this region).   Regardless of the precise species, these are very small, green, highly social, and surprisingly hard to see when feeding in foliage.   Males (or adults?) have blue highlights while females (juveniles?) appear all-green.
