I'm fairly certain (but not completely positive) that these are male band-winged dragonlets, Erythrodiplax umbrata.   They are supposed to have black abdomens, but also become pruinose (with a bluish 'dusting').   They were resting in grass in the Corkscrew Swamp Sanctuary in southwest Florida on a cool winter morning.
