The uniquely-colored Heerman's gull breeds in Baja California and islands in the Sea of Cortez.  These birds, with white heads and red bills, are adults; those with pure white heads are ready to go south for the mating season; juveniles are dark sooty-brown all over.   These were photographed in La Jolla, Pacific Grove, Crystal Cove State Park, and San Diego, California.
